However, to further encourage and assist business owners and help bridge the gap in capital that sometimes exists, public loan programs are available. NTRPDC, CBPA and TCDC are all Certified Loan Organizations which means they can offer small business low-interest loans and assistance to access State and Federal loan programs. NTRPDC covers all five counties (Bradford, Sullivan, Susquehanna, Tioga and Wyoming), TCDC covers Tioga County and CBPA covers Bradford and Susquehanna counties.

These loan programs are not intended to replace conventional financing but rather are intended to fill a gap beyond the amount of owner equity investment and private lenders.
